The Accord is unique in that leaders & writers were nominated by each of the 9 sectors/signatories to the Accord and were charged with preparing a specific sector action plan against an Accord template

Sector Leader/Writer meetings were held over an eighteen month period and all facets of the template working through democratically until each sector was satisfied that the other showed equity towards common tasks, time lines and objectives.

While there was some criticism of this process, each sector on completion of their plan, felt comfortable that when presenting to their wider sectoral group, their plan would be adopted.

It must be remembered that Accord 2004 is a voluntary process against a template and has a "best endeavors" philosophy. However this does not mean that the targets and objectives should not be strived for and ultimately met!

Annual reporting of results will be scrutinized by many parties and it behoves all signatories to work diligently towards the specific targets and objectives of their sector action plan.
